Vowels are considered after the consonant with which they are associated, even if they are written before the consonant. So, for example, for sequencing purposes โดย is treated as if it were written ด-โ-ย, and แมก is treated as ม-แ-ก. Where a consonant has two associated vowels, e.g. ห in เหิน, we consider the before vowel before the above vowel. So, for example, เหว orders before เหิน (character 3 being ว in the former and ◌ิ in the latter; consonants always order before vowels)
